Functionality: The Ottoman's Site Announcements are now on Twitter

When a new thread is started in the Site Announcements, a tweet is sent via Twitter.com from theRLC_Ottoman.


This should be the first thread to have this functionality.

Conclusion: need to change how thread titles are displayed.
